Schacherer Teale, 75, of 77 Wolfe Ave. died Wednesday, June 23, 1999, at Winchester Terrace Nursing Home after a long illness. Mrs. Teale was born July 21, 1923, in Mansfield, Ohio, living here all her life. She was a home-maker and enjoyed sewing.

Surviving are her husband of 58 years, Paul R. "Dick" Teale; one daughter and son-in-law, Barbara A. Robert C. Shauck of Pataskala, Ohio; one son and daughter-in-law, John R. Cathy Teale of Ontario; grandchildren, David M.

and Megan K. Shauck, Amy, Andy, and Angie Teale; and a number of nieces nephews. She was preceded in death by her parents, Anton Laura Lenhardt Schacherer; four brothers, Thomas, Tony, Herman and Richard Schacherer; and three sisters, Helen Fitzgerald; Anna Karreff; and Eleanor Chronister; and a granddaughter, Jenny Teale. There will be no calling hours or funeral services at Diamond Street Home of Wappner Funeral Directors. Graveside services will be Saturday at 10:30 AM at Mansfield Cemetery conducted by the Rev.

died Thursday morning, June 24, 1999, at Fairview Manor in Bucyrus after a short illness. Mrs. Foss was born August 5, 1917 in Lexington, Ohio, living in the area all her life. She had worked at The Mansfield Tire and Rubber Company and Dominion Electric. She was a member of the Ladies Auxiliary 5051.

Surviving are her son and daughter-in-law, William Barbara Foss of Mansfield; one brother, Richard Heston of Lexington; three sisters, Betty Thomas of Mansfield, Katherine Brown of Columbus, and Martha of Port Clinton; five grandchildren; four great-grandchildren; and numerous nieces and nephews. She was preceded in death by her husband, Robert Foss; one son, Richard G. Foss; two sisters, Leora Gaull and Ethel Johnson; and one brother, Jack Heston. Hoppe Warren Brown MANSFIELD Warren Brown, 60, of 466 Empire Road died Tuesday, June 22, 1999, at MedCentralMansfield Hospital after a short illness. Mr. Brown was also survived by one brother, Stearl Brown of Mansfield; and one sister, Katherine Maddox of Grayson, Kentucky. Born in Akron, Ohio, May 26, 1924 to William Margaret Hogue Dunphy, she moved to Mansfield in 1956 and was an active member at St.

Men plead guilty to kidnapping girl By Amelia Robinson News Journal MADISON TOWNSHIP For the second time this year, Madison Township trustee candidate Rose Appleman says she has caught what she considers a sign the township's clerk "thinks she has more power than she actually does." Appleman notified local media organizations that Clerk Sondra Hicks transferred $86,000 to the township's debt retirement fund without getting approval first from trustees, as required by state law. In January, Appleman, who is seeking the seat held by Trustee David Spain, complained the township didn't pass a budget. Appleman said she didn't feel compelled to notify Hicks about the latest mistake. "She's been here long enough, she should have known." said Appleman, who was township clerk from 1988 to 1992. Hicks was appointed township clerk in March 1998.

At the time, Appleman, who also sought the position, said she didn't get a fair shot at the job. The money was transferred from the permissive sales fund and the road and bridge fund to the debt retirement fund recently. Some of the money was transferred Monday to pay for a piece of road department equipment. The bill was due Tuesday, Hicks said. Hicks said she didn't get approval from trustees because she incorrectly believed she didn't have to after state auditors approved the transfer from permissive sales.

The Richland County auditor appropriated the money be moved from the road and bridge fund. "What advance was there for me? It was just an honest mistake," Hicks said. "There wasn't any reason for (trustees) not to approve it," she said. "They know as well as I that the bill has to be paid." The problems will be fixed at the next meeting, Hicks said. Appleman is seeking free publicity, she added.

"That girl has been busy. She's got a hold of the radio station, the TV Hicks said. "Look at Rose Appleman's record as clerk," she said. "She has a lot of nerve to talk about someone else." While Appleman admits the publicity won't hurt her campaign, she said she would have reported the mistake anyway. Tom Patton, trustee chairman, said Appleman brought the problem to his attention a few days ago, but he hasn't had time to look into it.

News Journal Statehouse Bureau COLUMBUS Despite some parting shots from a few Democrats, the state's $17.1 billion education budget made a final sweep through the Legislature on Thursday with little resistance.

The plan that gives significant funding boosts to higher education and schools while expand an 86-12 vote. Some Democrats withdrew support after a conference committee of House and Senate members Wednesday expanded the Cleveland voucher program to the eighth grade and raised the number of charter schools from 100 to 125 by 2001. Vouchers provide low-income students with $2,250 to attend private schools, while charter schools are private facilities funded with public money. "The conference committee report not only shoves vouchers and charter schools down the throat of the Ohio Supreme Court, but also of every Ohioan who cares about public education," said Sen. Leigh Herington, D-Kent.

Department of Housing and Urban Development has made $1.9 million available to parts of Ohio still rebuilding from last summer's severe storms, U.S. Sen. Mike DeWine said. "I am pleased HUD has granted this funding to help those Ohioans who are most in need of assistance," DeWine, R-Ohio, said Thursday. The federal money was made available through the 1998 HUD Disaster Recovery Initiative.

Twelve people were killed in the storms last summer. Twenty-six Ohio counties were damaged by tornadoes, high winds, flash floods and mudslides.
