Neumann, 68, of 648 Clifton Blvd. died early Wednesday, Jan. 8, 1997, in MedCentralMansfield Hospital after a long illness. Born April 19, 1928, in Carey, Ohio, Mrs. Neumann lived all of her married life in the Mansfield area.

She worked for many years for Sunset Apartments and was a member of First Presbyterian Church, Women's Club, Mansfield General Hospital Auxiliary and Women's Garden Club. She was an avid bridge player. Surviving are two sons and a daughter-in-law, Scott and Mary Neumann of Sylvania, Ohio, and Robert Neumann of Columbus; a daughter and son-in-law, Jane and Billy Market of Put-in-Bay, Ohio; four grandchildren; her mother, Belva Matilda Baird Wilson of Findlay, Ohio; and a sister, Norma Moore of Perrysburg, Ohio. She was preceded in death by her husband, Don D. Neumann; and her father, Doc Coldren.

Calling hours will be one hour before memorial services, which "will be Friday at noon at First Presbyterian Church by the Rev. Dennis Allison. Hansen 79, of 7232 Clapper Road died at home Wednesday morning, Jan. 8, 1997, after a long illness. He was born May 20, 1917, in Idaho Falls, Idaho, to Reuben P. and Ellen Helm Hansen. A Butler area resident since 1968, he had been self-employed for 45 years as a harness horse trainer.

He had attended Brigham Young University and had been a member of the Army Combat Corps of Engineers and served in the Army Air Corps during World War II. He attended Bunker Hill Baptist Church. Surviving are two sons and daughters-in-law, Frank P. Jr. and Barbara Hansen of Galion and W.

Thomas and Cathy Hansen of Mansfield; two daughters and a son-in-law, Sue Ellen and. Richard Arntz of Magnolia, and Bobbie Jean Hansen of Butler; six grandchildren; four great-grandchildren; five brothers, Floyd, Ace, Douglas, Jack and Karryl Hansen, all of Pocatello, Idaho; and two sisters, Florence Reams of Pocatello and Edna McLean of Macon, Ga. His wife of 53 years, Sophia Blankenship Hansen, died May 16, 1996. He was also preceded in death by two sisters, Tillie Gra-vatte and Ellen Nichols. Calling hours will be Friday, from 2 to 4 p.m.

Mary Lou Massie Arnett MANSFIELD Former Mansfield resident Mary Lou Massie Arnett, 69, of Amherst, Ohio, died Monday afternoon, Jan. 6, 1997, in St. JosephLorain Community RHC West Campus after a long illness.

She was born Feb. 6, 1927, in Mount Vernon to Raymond and Mabel Massie, both now deceased. A Mansfield resident most of her life, she was a graduate of Ontario High School. She attended William Jennings Bryan College and was a member of the Cornerstone Grace Brethren Church. She was a factory worker.

She is survived by a daughter, Judy Massie of Mansfield; two grandsons; and three great-granddaughters. A sister, Jean Metzger, died in 1994. A memorial service will be held Sunday at 11 a.m. in the Cornerstone Grace Brethren Church by the Rev. Gene Witzkey.

CINCINNATI (AP) A lawsuit was filed Wednesday in' U.S; District Court by the families of four of the nine people who died in a fireworks store fire last summer.

The fire July 3 at Ohio River Fireworks in Scottown, Ohio, also injured 11 people. Nancy Toluver of Branch-land, W.Va., who lost her husband and daughter in the fire, is among the plaintiffs. The suit alleges negligence by the defendants, including the owners of the fireworks store. It asks $15 million in compensatory damages and $20 million in punitive damages on behalf of those who died, and $2 million in compensatory damages and $3 million in punitive damages on behalf of some plaintiff who survived. The case was assigned to U.S.

District Judge Susan Dlott. No trial date was set. Todd Hall, 24, of Proctorville, Ohio, was indicted on nine counts of involuntary manslaughter and three counts of aggravated arson in connection with the fire. But Hall, who suffered brain damage in a 1987 skateboarding accident, has been ruled incompetent to stand trial and is being held at the Central Ohio Psychiatric Hospital in Columbus. Plaintiffs in the suit include the families or estates of Matthew Sansom, 14, of Wayne, W.Va.; Jason Wallace, 9, Huntington, W.Va.; and Floyd Tolliv-er, 34, and Ona Jean Tolliver, 8, of Branchland, W.Va.

Others who died in the fire but were not named in the suit are Ryan Aldridge, 24, Misty Cron, 21, and Shelby Cron, 3, all of Coal Grove, Ohio; Candy Lee, 31, hometown unknown; and Kathlene Wilks, 71, Proctorville. Walker MARENGO Karl H. Walker, 82, of Ohio 61 died Tuesday, Jan. 7, 1997, in Riverside Methodist Hospital in Columbus. He was born Jan. 16, 1914, in Bantry, N.D., to George Henry and Marie Ernstein Bickel Walker.

A Marengo resident since 1957, he attended Cornell University, The Ohio State University and Penn State University. He had been a supervisor for vocation and trade schools in New York and had worked as a teacher, principal and school superintendent. He was working as a substitute teacher. He was a member of Hope Evangelical Lutheran Church in Condit and of the Cardington Masonic Lodge He is survived by his wife, Olive M. Scouten Walker, whom he married July 1, 1939; a daughter and son-in-law, Margaret and David Briggs of Marengo; a sister, Elizabeth M.

His wife, Elma Eunice Taylor, died in 1982.

Mary Lou Parrott Young LOUDONVILLE Mary Lou Young, 67, of 330 S. Market St. died Tuesday evening, Jan. 7, 1997, in Samaritan Hospital after a long illness. Born Jan.

4, 1930, in Loudonville to Lewis and Mar- garet Mapes Parrott, she was co-owner of Young's Arcade, retiring in 1973. He was born Sept. 3, 1942, in Ashland to Galen E. and Sedonia M. Stull Rudish. He was a laborer.

He is survived by two brothers, James M. and Ronald E. Rudish, both of Ashland, and a sister, Sherian B. Rudish of Tennessee. Memorial services will be held at a later date.

Income for the Richland County district is, expected to be substantially lower this year than in the past because the major source of cash the county's trash transfer station is now generating only about $4,000 a month. The district this year will spend about $1.15 million on everything from recycling education in schools to tending the closed county landfill. But the $1.5 million in income the district expects for 1997 includes $900,000 carried over from past yearsThat leaves the county with $345,000 to carry over into 1998. After this year, the district will either have to start cutting services or find new. income, EPA loosens water-testing rules changes in what type of testing the county has to do to water flowing through the old Cairns Road dump. But the EPA has already allowed the county to make some changes, saving about $35,000 on testing costs so far since December, Taylor said.

The Mansfield clerk of courts has $1,169 in overpaid fines owed to 68 people. The money is from overpayments made in 1995 on bonds, criminal and traffic waivers, and civil judgments. The money may be picked up at the clerk of courts office located on the second floor of the Municipal Building, 30 N.

Diamond St. It the money is not reclaimed by April 1, it will be turned over to the city's unclaimed money fund, Clerk of Courts Gene Coffey said. Money is kept in this fund for five years, and then it is transferred to the general fund. The clerk's office tried unsuccessfully to mail these payments to the listed addresses of the people or organizations who made them. But the post office was not able to deliver them because the addresses were no longer correct and there- was no forwarding address, Coffey said.

He said most of the people who have not reclaimed their money do so after the city makes the list public. Mildred Frances Shoup Little MANSFIELD Mansfield native Mildred Frances Shoup Little, 66, of Tequesta, died Tuesday, Jan. 7, 1997. Born Oct. 5, 1930, to Ethel and John Shoup, she worked for Pan American World Airways in Miami, and as a secretary in Miami Beach.

She was the first female paramedic in Palm Beach County, Fla. She, is survived by her husband, Thomas Joseph Little; two daughters and sons-in-law, Susan Ann and Dennis Rowe of Jupiter, and Mary Kathleen and Wade Kinsel of Mansfield; five grandchildren; one great-grandchild; two sisters, Clara Pryor and Susie Johnson, both of Mansfield; and two brothers, Walt Shoup of Pennsylvania and Jack Shoup of Jupiter, Fla. She was preceded in death by a son, John Thomas. Graveside funeral services will be held Saturday at 10 a.m. in Riverside Memorial Park, Jupiter, Fla.
