died Sunday afternoon, Sept. 23, 2001, at Hospital after a brief illness. Wappner Funeral Directors is handling arrangements. COLUMBUS (AP) After illegally withholding millions from child support recipients over three years, the state's troubled child support computer system will begin correctly calculating and distributing payments next week. The state will work around the clock beginning this weekend to make the system comply with federal laws by Oct.

5, the Ohio Department of Job and Family Services announced Monday. "If we can get it done sooner we will, but we're also trying to be realistic about the timeline because this affects a lot of people," said Jon Allen, the department's spokesman. The state and county child support enforcement agencies use the system, called the Support Enforcement Tracking System, to calculate and distribute $1.82 billion in payments in about 900,000 cases annually. The state admitted in February that it did not reprogram the system in accordance with a 1996 federal welfare reform law. As a result, the state illegally withheld overdue child support payfrom former welfare recipients.

Since then, officials repeatedly have said that the system would be fixed by this October. About 20 to 30 of the department's employees will Billie Jean "B.J." Thomas LEXINGTON "B.J." 5, Allen said. The programing changes should be finished Oct. 1, but the system will be shut down for most of next week for testing, meaning child support payments received after Friday will be delayed a week, Allen said. Geraldine Jensen, president of the Association for Children for the Enforcement of Support, a national advocacy group based in Toledo, criticized the state for not implementing the changes sooner and in a way that wouldn't disrupt payments. "This is really discouraging and very heartless," she said.

"All this, and we don't even know that the entire system will really be fixed." The group had asked the state to hire an independent contractor to evaluate the system once the changes are made to determine if the system complies with federal laws. The state has said it's the federal government's job to examine and certify each system. The system was supposed to have been fixed last October to comply with the 1996 law, but at that time the state still had been implementing changes from a 1988 law. The 1996 law, called the Personal Responsibility Work Opportunity Reconciliation Act, said in part that families owed overdue child support were to receive their money first before the government was reimbursed for welfare services. "The state anticipates that the federal government will levy about $8 million in fines for its noncompliance over the past year.

Of that money, 90 percent would be returned if the federal government says that the system was in compliance as of next month. It's unclear when that would happen, given that the state still is awaiting word about whether the system complies with the 1988 law, Allen said. The state has paid $43.5 million in fines for not complying with that law, but it will get $25 million if the federal government certifies the system. If the system is not certified, the state could be fined another $56 million. Verdict due in trial CINCINNATI (AP) A white police officer who fatally shot an unarmed black man, sparking rioting, acted carelessly and lied to investigators, to save this job, a prosecutor argued Monday.

Officer Stephen Roach had his finger on the trigger of his revolver and rashly fired in a dark alley rather than use other means to stop the fleeing suspect, prosecutor Stephen McIntosh said in closing arguments. Other officers chasing Timothy Thomas, 19, on April 7 testified they had not drawn their weapons, he said. Defense lawyer Merlyn Shiverdecker said the officer's fear caused him to involuntarily fire his weapon. He also said the dim light in the alley affected the officer's sight and hearing. Murray L. Thomas, no known address, received 11 months for escape and six months for driving under Traffic efforts are successful MANSFIELD A monthlong effort to increase awareness in traffic safety has been deemed a success by Lt. James Wernecke of the Mansfield post of the Ohio Highway Patrol. "Rural Richland County experienced a 50 percent reduction in the number of fatal crashes in July, when compared to August. We had a 5 percent reduction in the total number of crashes over the same period," Wernecke said.

From mid-August through mid-September, troopers, along with the Richland County Sheriff's Department and Mansfield Police Department, targeted problem areas in the county in hopes of increasing seat belt compliance, reducing speeding- and failure-to-yield-related crashes and removing impaired drivers from the road. One of the final parts of the effort was a sobriety checkpoint on Ohio 39 last weekend. According to Wernecke, the checkpoint, which is designed to deter and intercept impaired drivers, produced 10 arrests for impairment and a total of 25 arrests for other violations.
