She said she'll still attend meetings, but won't have an official role in the proceedings. Village Administrator Gene Toy said village council will meet and conduct business until a new council is elected. "We're in the process of reviewing legal history to determine how exactly to proceed," he said, adding Ontario faces the same situation because it also went over the 5,000 population mark.

Toy said his status as village administrator also will change. His new title will be safety-service director. "I'll also assume oversight responsibilities for the police and fire departments, as far as discipline and hiring," he said. "Right now, that falls under the mayor's responsibilities." Middleton expects Crestline to continue as before as far as cooperation between council and the mayor's office. "I would see no reason for any changes," she said.

"We've only had so many people apply to run for council. I anticipate after we change to wards and precincts, those same people will still be interested in running. I can't predict, but I anticipate a new council will have many of the same faces." As a city, Crestline will have some new funding opportunities. "There are a myriad of programs available and geared toward small cities," Toy said. "As a village, we weren't eligible to apply for those funds." Also, Crawford County will no longer be the primary funding source for Crestline.

Middleton explained that as a village, many funding requests had to go through the board of commissioners. "We've always been treated fairly. I'm not saying we aren't getting our share of money, but as a city, we can now go to other sources for some of that funding," she said. "We can cut out the middle man." Toy said Crestline now will have a little more say when it comes to state and federal highways running through the community. "We'll have a little more control over the stop signs and signs on state highways in town," he said.

"But we'll also be forced to chip in a little more for maintenance." CDBG money has been a big boon to Mansfield. This year, more than 20 agencies applied for a share of the city's $1.13 million allocation.

Cities smaller than 50,000 that aren't entitled end up in competition with each other for a CDBG formula allocation to Ohio, which last year totaled $57.3 million, HUD spokesman Brian Sullivan said. But Sullivan said it's not clear that entitlement cities always do better, because poverty, unemployment, population, age of housing and other factors figure in determining CDBG amounts. Mentor, which had less than 47,000 people according to the 1990 census, received only $254,000 for this year, but Lima, with 45,000 people, was awarded $1.53 million in CDBG funds, he said. Adair said it's likely Mansfield will lose some funding under programs in which allocations are based strictly on population. That includes local government allocations distributed by the state, Cave said.

"There's no threshold. But the more people you have, the more local government funding you get," she said. Cities are allowed to appeal the figures, if there's a compelling reason.
